Which car seat should I choose in 2017 for my baby?

Is it true that I will get a fine this summer if my child is shorter than 125cm and sits on a seat?

If R44-04 is written on the coupon, the child must be aged 3 and up and at least 105 cm tall, if R129 is written on the coupon, the child must be aged 6 and up and over 125 cm tall.
